Transportation Funding - Thinking Outside the Box - What Ideas Do You Have?

The need to fund transportation and the problems associated with it have been all over the news lately, especially with the upcoming transportation bill. Everyone agrees that we need to maintain our existing infrastructure (roads and bridges) but the problem appears to be, who is going to pay for it? Taxpayers appear to be tired of paying so much in taxes and have expressed they don't want to pay more.

So, I here's an idea, it's a different way of looking at it, I am just throwing it out there, and is not the opinion of KMPO or any of KMPO's affiliate agencies or members.

-STATE FRANCHISED ESPRESSO STANDS LOCATED ALONG THE HIGHWAYS-
Having State Franchised Espresso stands located along the highway and freeways, with an enter/exit ramp solely for the purpose of the coffee stands, much like pulling off the highway to enter or exit a weigh station. It would be a short jaunt off and back onto the highway. The state already owns right-of-way and some stands could be located within an existing rest area stop. I realize the State, most likely, doesn't want to be in the coffee franchise business, but it would be a great source to generate additional transportation funding and it would provide additional local jobs at the same time.

I heard yesterday, on talk radio, that the average American spends $1000 per year on coffee. If just 25% of Kootenai County's total population utilized the franchised espresso stands (based on that estimate), they would generate over $34,000,000.00 per year within, Kootenai County. The investment for the stands would be minimal, compared to the amount of revenue collected, and if the money collected was used solely for transportation, to build or maintain infrastructure, the public would support it and they would be getting something in return. It's a win-win situation. And, what would be better than providing weary travelers, (local and long distance) with caffeine to wake them up?

Making TUBBS Hill Wheelchair Accessible? How many people do you think would enjoy it?

The city of Coeur d'Alene's Parks and Recreation Commission is recommending the city alter the east side of Tubbs Hill to make the popular hiking trail more accessible for people with disabilities.

The changes would improve wheelchair accessibility on the downtown hill. The plan calls for work on around 1,500 feet of trail beginning at the east side entrance near the marina. It would smooth the natural surface and decrease slope grades on portions of the trail from 15 percent grade, down to around 5 percent. The work would maintain a minimum width on the trail of 48 inches.
Most of it already meets that standard, said Doug Eastwood, parks director. They could add some retaining walls to the very narrow areas. Trail work would use native soil, he said, and could expand the trail in parts to implement turnouts for wheelchairs.

DOT's, Local Jurisdictions and Other Emergency Personnel - Thanks for All Your Hard Work

Since driving back and forth on I-90, I've been seeing some crazy accidents. I know the Transportation Departments (ITD &WSDOT), along with all the local jurisdictions, do their best to make the roadways safe for us (and if your reading this a HUGE "Thank you", along with all other Emergency Personnel, for "ALL" your hard work)!

When the temperature is below 32 degrees, or there is sudden freezing rain, the roadway could have black ice in spots. I've seen multiple people go off the roadway, a few facing the opposite side direction of I-90, that would have went head on into opposing oncoming traffic, had it not been for the median safety cable preventing it. Even with the best snow tires, it's best to slow down. Which reminds me.... I love the Bridgestone Blizzacks (studless snow and ice tires) we purchased this year. I promised I'd report back, and now that I've actually had snow and ice to drive on, they seem to work great on ice. I still slide somewhat on snow, but nothing works better.... than just Slowing Down....

ISAWS - "NEW" Idaho State Alert & Warning System - ISAWS.org

ISAWS stands for the Idaho State Alert & Warning System. Idaho's mass notification and public warnings to Idahoans in regard to emergency situations and disasters. This program provides

for any Idahoan, including those with special needs and/or with English as a

second language, to enroll for notification of emergencies and significant events

which might affect them via cell phone, pager, PDA’s, email, home phone, or

other specialty communication device (in most cases).

Why enroll in ISAWS?

The Idaho Bureau of Homeland Security has developed a valuable new source

for emergency information available to all Idahoans. This newly created system

allows the Bureau to use a wide variety of methods to contact Idahoans in case of

an emergency. This includes notification of impending severe weather situations,

missing children alerts (in most cases), natural and/or man-made disasters, civil

emergencies and events of statewide and national significance. Enrollment is simple

and Idahoans have their choice of how they would like to receive ISAWS messaging.

Enrollment is voluntary and you can choose notification via cell phone, email, home

phone, mobile devices such as PDA’s and pagers, or any combination of the

preceding. You may also choose between voice and text messaging, or both.

What if I have special needs?

The system has been developed to alert Idahoans with special needs and/or with

English as a second language. Simply make note of your situation when you enroll. If you

wish to provide contact information for a caregiver, space has been provided for you to

do so.

Enrollment in this valuable service is easy. Simply follow the "Sign Up" link above to enter your preferences and begin receiving emergency notifications. Your information is secure and not shared with any other organization or group (with the exception of emergency preparedness and response service providers for emergency planning purposes).

Speaking of Snow...What is a SNOTEL?

In case you ever wondered (like I did) what a SNOTEL is? SNOTEL's are U.S. Department of Agriculture sites that measure snow powder across Idaho. In fact, they exist in Kootenai County locally in the following cities; Rathdrum, Post Falls, Coeur d'Alene, Spirit Lake, Athol, Harrison and Worley.

There are a total of 84 sites in Idaho, that measure snow depth, weight and water content. Many also keep track of soil moisture, humidity and wind speed. The data they collect is beamed through radio signals to a station in Boise, where it helps to determine how much snow melt they can expect in the spring. GARVEE Funds PASS or FAIL? Here is an Interesting Article from Idaho Reporter.com

While the Idaho speaker of the House, Rep. Lawerence Denney, R-Midvale, believes the remaining funds available for the road and bridge work financed in part by GARVEE Bonds could pass this session of the Legislature (after not making it through the 2011 Legislature), Senator Jim Hammond, R-Coeur d'Alene, chairman of the Senate Transportation Committee, disagrees, seeing it as an uphill fight, likely to fail.

GARVEE (grant anticipation revenue vehicles or a GARVEE) are tax-exempt bonds to finance road improvements throughout Idaho. These road improvements, undertaken by the Idaho Transportation Department (ITD), are to be repaid from federal highway funds received over a 20-year period from the Federal Highway Administration and certain state matching funds. Of the initial $998 million in GARVEE bonds authorized, there is $143 million available to the state.

Senator Jim Hammond feels GARVEE will be a tough sell because of legislative reluctance to take on another program and because the funds are available due to borrowing from the federal government and he sees little support, including himself, for relying on the feds for the money.

Senator Hammond also worries if the federal funding level Idaho is receiving continues to decrease, then the state must take more money from operating costs to pay for those bonds, which, in turn, makes it tougher for the state to maintain what it currently has.
In addition, Hammond says there is sentiment among some in the Legislature who consider GARVEE bonding as an indebtedness to its citizens, putting them on the hook for monetary obligations years down the road.
If the Legislature does not approve additional GARVEE funds, how does the state deal with the need for not only road and bridge repairs, but also expansion and replacement?
Hammond said ITD has an annual budget amount and plans for maintenance of the most pressing problems with no funds given to an expansion of existing infrastructure. According to Hammond, projects will be looked at only in terms of maintenance. Expansion and creation will not be a priority. Infrastructure that is degrading and needs the most urgent care will be the projects the state plan focuses on using whatever funds are available.
“That plan,” said Hammond, “isn’t put together with any thought about GARVEE. That plan is put together just based upon priorities of maintaining our current infrastructure. It used to be that part of that of that plan would have been expansion—additional lanes, new bridges, etc. Now because of the diminished level of funding the total amount of revenue available is just intended to be for maintenance and upkeep of our current infrastructure.”

AASHTO reported the top 10 transportation issues that are certain to be discussed and legislated in the year ahead. Here they are:

3. Responding to and planning for natural disasters.
4. Reducing traffic deaths.

7. Advancing intercity passenger rail.
8. Engaging the business community in support of transportation.

Two oversized shipments are leaving the Port of Lewiston tonight after 8 p.m. and will be traveling on US 95 to Coeur d'Alene.

The loads can take up to 2 lanes of traffic and they are supposed to pull over every 15 minutes.

MEGALOAD, COMING THRU!!

Idaho Transportation Department (ITD) reported today tha a hydroelectric project at Snoqualmie Falls, 30 miles east of Seattle, is the destination of a megaload that might be moving through north central Idaho as early as Monday.

The shipment will be carrying a huge, Y-shaped pipe for an upgrade of the power-generating operation, one of the oldest of its kind in the nation, said Don Whitehair, manager of the Selway Corp. in Stevensville, Mont., about 30 miles south of Missoula.

The extra-big rig will weigh 185,000 pounds and be 95 feet long, 22 feet wide and a little more than 17 feet tall.

Whitehair's company would leave the Montana border around 10 p.m. Monday and move the pipe across Idaho on U.S. Highway 12 in a single trip that would end no later than 5:30 a.m. Tuesday, Whitehair said.
It will have to pull over every 15 minutes to allow cars to pass, but it should be able to go at the posted speed limits, Whitehair said.

This component is one of more than 150 that Selway Corp. has moved through Idaho and Montana on their way to Snoqualmie Falls and the only one that's this big, Whitehair said.

Getting permits for the Idaho portion of the trip has been one of the toughest parts of arranging the logistics, Whitehair said.
His company had to address 19 bullet items from the Idaho Transportation Department that seek details such as the type of clothing flaggers will be wearing.

Unrelated megaloads that Imperial Oil has been shipping from the Port of Lewiston to the Montana border on U.S. Highway 95 and Interstate 90 continue to be on hold following a non-injury accident earlier this week.

Those are carrying components of a processing plant that's being constructed in the Kearl Oil Sands in Alberta, Canada.

Driving Safely Around SNOWPLOWS - ITD Reminders

It's that time of year when our State Snowplows are out making our roadways safe for us...Here are some tips from ITD, reminding us to drive safely around snowplows:

* Remain two car lengths behind snowplow trucks for every 10 mph you drive. Sand being spread by trucks can damage your vehicle.

* Do not pass a snowplow unless it is absolutely necessary. If you must pass, do so only when you can clearly see the road ahead. Do not pass on the side where the plow is spraying snow. If you do, the snow's force can knock your car out of control.

* Do not cut back immediately in front of a snowplow truck. The plow blades are often covered with snow and can be difficult to see.

* Do not brake suddenly if you are traveling in front of a snowplow. The heavy vehicle cannot stop as quickly as an automobile.

* Do not abandon your car unless it is absolutely necessary. However, if you must, leave it as far off the road as possible. Abandoned cars can interfere with the road clearing process and can be extremely hazardous to snow removal equipment and the operators if they are hidden or buried by snow.

* Be aware of potential icy areas such as shady spots, bridges and overpasses. Since they are exposed on their undersides, bridges and overpasses are deprived of ground warmth and freeze more rapidly than the roadways leading to them.

Tolling our Roadways to Generate Funding

Although toll booths won't look like this anymore, it looks like they are coming to our neighboring State. Washington State is planing on tolling the roadways to generate addtional road funding. Washington State will begin tolling certain lanes on State Routes in 2013. You will be rewarded when paying a toll, enabling you to go in the faster lanes with less congestion. It may only be a matter of time before Idaho follows....

Vehicle Miles Traveled (VMT) Road Tax Being Considered - What, do you think about this?

There has been a lot of talk recently of the possibility of a government imposed "vehicle miles traveled " (VMT) tax fee based system being part of our future, to help pay for our roadways.

A recent study by the U.S. Transportation Research Board showed that a VMT fee system would generate approximately 20% more transportation revenue by the year 2030.

Due to advances in technology, a pay-per-mile tax would now be possible for our government to impose a VMT-based fee system, that would most likely rely on some form of vehicle use monitoring.

Although, this would take time for any VMT tax to be adopted and set in motion. The VMT fee based system adoption would definitely change our lives in many, many ways.

Funding Opportunity for Mobility Management by NCST Apps Due by December 23rd, 2011

The National Center on Senior Transportation (NCST, a United We Ride technical assistance center) has announced a request for proposals for mobility management projects that demonstrate innovative and effective solutions to enhance transportation options for older adults through person-centered mobility management. Non-profit or local/regional/Tribal governmental agencies that plan, administer, or provide aging and/or transportation services may apply.

Projects funded under the solicitation will demonstrate innovative and effective solutions to enhance the mobility of older adults through person-centered mobility management. Four categories of projects will be funded:

Peer-mobility management and employment
Mobility management in rural/frontier areas that have limited transportation options
Holistic models that integrate mobility management within current practices, including options counseling, information and assistance and/or case management
Mobility management applied to the family of senior transportation options

The NCST expects to award 8 grants (2 in each of the categories listed above) for a maximum of $50,000. Matching funds are not required. Grantees will be expected to complete their work in 9-12 months. The focus of all the grants is on older adults, although projects may also target adults with disabilities. A focus on culturally and ethnically diverse older adults is strongly encouraged. Applications are due Friday, December 23.

Agencies interested in applying can participate in a conference call on Thursday, December 8 for more information on the application process and selection criteria. Traveling to/from Spokane? Crews to Reconfigure Lanes on I-90 Starting Today

Starting today, crews will be reconfiguring lanes on the highway from Sullivan Rd to Barker Rd along I-90.

The Bad News
Eastbound Traffic:
Will be reduced to a single lane on:
Thursday - Between 9 a.m - 3 p.m., 7 p.m. to 6 a.m.
Friday - 9 a.m. - 3 p.m., 7 p.m. to Mid-day Saturday
Monday - 7 a.m. until work is complete
Westbound Traffic:
On Monday, December 5, westbound lanes of I-90 will be reduced to a single lane form 7:00 p.m. until 6:00 a.m. Tuesday morning to remove a concrete barrier.

The Good News!
After December 6th, the drive from/to the Post Falls/Coeur d'Alene area will be much more enjoyable with additional lanes to drive on!!!

56% of Portland OR, Bicyclists Run Red Lights in Crosswalk. Do you think we have the same problem here???

Portland State University students performed a recent 'behavior study' and found that 56% of bicyclists run red lights, compared to 7% of motorists. The study was completed early in November 2011 for a duration of eight hours, recording a total of 502 vehicle operators (497 motorists and 99 bicyclists).

SH 53 Transportation Access Study Update - State Line to Junction US 95

The Idaho Transportation Department (ITD) in conjunction with David Evans and Associates, held a steering committee meeting yesterday at the Rathdrum City Hall.
The study is being conducted in two phases. Phase I is an assessment of current conditions, and includes identification and evaluation of existing access points, current safety issues, recommended access changes for the current condition, and a preliminary GIS system for managing access and approach permit data. Phase II is anticipated to focus on the development of a long range Transportation Access Plan, including the examination of planned growth areas, future land uses within the Hauser and Rathdrum areas and the unincorporated Kootenai County.

Yesterday's steering committee meeting overview, included a review of the analysis performed for all reported accidents within the 14 mile stretch of the Highway 53 corridor (from the State Line to US-95). The reported accidents were reviewed for the years 2006-2010. A total of 267 accidents were reported with the highest number of these, being wildlife animal related accidents. All public comments received so far, were also reviewed and discussed.

The SH 53 access study is considered to be Phase 1, which evaluates access management opportunities as a means to improve safety, minimize traffic congestion, and preserve capacity along the corridor.

Inter-jurisdictional collaboration, community involvement, and stakeholder engagement are critical to the success of this Transportation Access Study. The public is encouraged to participate, providing feedback and comments throughout the process.

The purpose of the meeting is to discuss the city of Hayden's response and potential to lessen what it sees as adverse traffic impacts.

Strahorn was converted to a one-way between Miles Avenue and Hayden Avenue in September 2010, and the city of Hayden would like its smaller neighbor to change it back.

BRIDGE to Re-open at Appleway Rd -This Thursday November 17th

The bridge over the Spokane River at Appleway Road, West of the Stateline Village is scheduled to open tomorrow, November 17th, 2011 at approximately 9:00 a.m. After two construction seasons, the new bridge is opening and is reportedly ahead of schedule and under budget. The bridge was designed to connect to the Centennial trail, but that portion won't be completed until 2012.

As reported by ITD in Today's News Briefing, the estimated total cost of the project is $8,000,000 – which is $9,500,000 below the original project estimate. 80-percent of the project was paid for by Federal Bridge Replacement funds with 20-percent coming from the Spokane County Road Fund.

WINTER Driving Tips - FYI

The Idaho Department of Transportation posted an article of Winter Driving Tips (see link below). I am posting the suggestions in the article, since it's good to remind yourself of winter driving conditions, take precautions and be safe on the roadways!

SLOW DOWN!

80% of winter accidents are four wheel or all wheel drives vehicles. All wheel or four whell drives may accelerate faster on slick roads than two wheel vehciles, but all vehicles slow down the same way.
Remember bridges and bridge approaches tend to be icy even when roadways look bare and dry.
Make sure and clear the hood and roof to prevent visibility problems on higher speed roadways.
Crusie control causes problems on slick surfaces. "You can sense road conditions better than your cruise conrtol".
Tires are considered bald when they wear down to 2/32" of tread. "Tires should be at least 4/32" to maintain grip".
It'sa good idea to keep an emergency kit and a blanket in your car in case of a breakdown.

New Citylink Bus Depot Under Construction in Plummer, Idaho

Citylink has been busy constructing a new bus depot in Plummer, Idaho. It's not completed yet, but as soon as it is there will be an open house and ribbon cutting to celebrate the new facility. We will give you an update in the near future.

Citylink is a FREE public transportation bus service, open to everyone and includes a route that has a bus stop at the Coeur d'Alene Casino. The transit buses are pedestrian friendly, bicycle friendly and are ADA accessible, accomodating up to two wheelchairs at a time and up to four regular bicycles at a time. This transit service operates five routes, over 20 hours a day, seven days a week. Most Citylink buses are equipped with seating for 33 people and have bicycle racks.

18.4 Cents-Per-Gallon Federal Fuel Tax - Extended to the end of March 2012

Do you agree, the long term transportation funding is in apparent crisis, and needs to be addressed in the long term?

The Idaho Transportation Department reported yesterday, through an "opinion" article from the Indianapolis Star, "that the 18.4 cents-per-gallon federal fuel tax was extended until March of 2012. The bill was scheduled to expire September 30th, but Congress approved the bill earlier in the month, for the eighth time, to help address the transportation budget shortfall. The 18.4 cents-per-gallon- federal fuel tax, which makes up the majority of the federal transportation funding, was stated that it isn't tied to inflation and hasn't increased since 1993". West Coast Electric Highway with Fast Charging Vehicle Stations are Coming

In case you missed it, I know I did! It may be awhile, before we see any electric vehicle fast charging stations in or around the Coeur d' Alene area, but an "electric highway" along I-5 in the Seattle area, in our neighboring state, is already in the works and is touted to be in operation before the end of January 2012. The project was developed as part of the West Coast Green Highway. The first charging sites will be placed along I-5 north of Everett and south of Lacey. Additional charging stations will be added along US 2 reaching central Washington.

Washington State Governor Gregoire issued an executive order that directs the state to develop and seek federal funds to implement a project for the electrification of the West Coast Green Highway. WSDOT is also on board. The project is federally funded through the U.S. Department of Energy with American Recovery and Reinvestment Act dollars administered by the Department of Commerce through the State Energy Program. It will be the first border to border highway to offer fast charge technology. The electric highway will support mass-produced plug-in electric vehicles such as the Nissan Leaf, Ford Focus and Chevrolet Volt that are now rolling off the assembly lines.

Auto Sales Increasing, Car Size Decreasing

It makes complete sense; as gas prices go higher, Americans are opting for smaller cars.

New models that get 35 mpg or better led most major automakers to stronger April sales. In fact, auto sales are up overall and have been the past three months, signalling a recovery for the auto industry and possibly the economy.

The Coeur d'Alene Press has the details, although I suspect one of them is incorrect. The story states that the average gas price last year at this time was $1.06! Holy cow, that's some cheap gas.

Motorcyle Awareness Rally Planned For Saturday

A rally is planned for Saturday in Coeur d’Alene to boost motorist awareness of motorcycle and scooter riders.

ABATE of North Idaho, a motorcycle education group, will host the Motorcycle Awareness Parade and Rally at 10 a.m. at the Kootenai County Courthouse, 451 Government Way. A ride down Sherman Avenue will begin at 11 a.m.

The event is part of Motorcycle Safety Awareness Month.

Board Considering Creating Independent Agency

There's been a lot of speculation lately as to what is happening with KMPO. The KMPO Board currently contracts with Spokane Regional Transportation Council (SRTC), the Metropolitan Planning Organization for Spokane County, for day-to-day operational and administrative needs.

The Board is moving toward severing that tie however and creating an independent agency. It's not clear at this time what the timeframe would be to do so, but the contract between KMPO and SRTC states that KMPO must provide 90 days notice before an official split. At this time we have not received that notice.

New Interim Transportation Manager For KMPO/SRTC

KMPO has a new interim Transportation Manager. KMPO contracts with Spokane Regional Transportation Council (SRTC), the Metropolitan Planning Organization for Spokane County, for day-to-day operational and administrative needs. SRTC operates at the pleasure of the KMPO Board.

The SRTC Board recently decided to take the agency in a new direction. That new direction eventually led to new leadership as well. At a meeting last week, the Board approved hiring Mark Rohwer as the Interim Transportation Manager to lead SRTC while a search is conducted for a permanent Executive Director.

“There is a lot happening in transportation right now,” says SRTC Board Chair Gary Schimmels. “That means a lot for this agency to keep up with and a lot of opportunity for it to grow. The Board is grateful to Mr. Rohwer for returning to his transportation planning roots to help guide that growth while getting the agency through this transition phase.”

Rohwer had a long history at the Washington State Department of Transportation (WSDOT) - Eastern Region (32 years!) before retiring in 2009. In his role at WSDOT, he collaborated with Metropolitan Planning Organizations such as SRTC, providing him knowledge of how MPOs function and how to move forward as an agency. He's also a long-time resident of the area, so he has a good idea how things work around here and the political climate.

It's expected to take approximately three months to appoint a permanent Executive Director at SRTC.

KMPO Workshop Today

The KMPO Board has called a Workshop for today at 10 a.m. at Post Falls City Hall, 408 N. Spokane Street.

The purpose of the workshop is to discuss the development of an Independent Operating Management followed by an EXECUTIVE SESSION pursuant to I.C. 67-2345(1)(a) to consider hiring a staff member.

A Good Way To Kill Some Time On Friday

It's Friday, there's not a lot going on in transportation news, and it's snowing outside. To cheer us (and by 'us' I mean 'me' of course) up, let's go to my happy place: Mexico. That's right, I'm fortunate enough to have friends with a place in Puerto Vallarta, so I just got back from a cheap vacation there. So that it doesn't sound like I'm talking about myself though, and because this is a transportation blog, let's talk about transportation in Mexico.

To start with, we made a point to get everywhere by bus if possible. See those people huddled against the rock wall in the picture? That was the bus stop across from our hotel. Standing on 95 waiting for the bus isn't looking so bad anymore is it?

Once you got on the bus (assuming you lived to do so), there was lots to see. Many bus drivers decorate their buses with curtains, decals, fuzzy dice, etc. and they also provide you with music at high decibels; usually traditional Mexican mariachi music or techno. I've never been a techno fan but there's one beat I just can't get out of my head now.

Some buses even had live music. These were two musicians who jumped on at our stop and played and sang all the way downtown. When they got to the transfer point, they jumped off our bus and got on another, presumably to sing and make more money.

Many of the bus stops weren't even marked, you just had to know where they were. This one was marked with this shrine though. I'm not sure if that's to show that someone died there (probably because it was right next to a high speed two-lane highway) or if it's just a convenient place to worship while you wait for the bus.

While the buses were very popular there, many people created their own mass transit.

This one is hard to see because it was taken from a moving vehicle, but that's a man and woman on a motorcyle with a baby between them. I also saw pregnant women in the back of pickup trucks and people lying on top of loads to keep them from blowing out. Apparently bungee cords aren't popular in Mexico.

The pedestrian 'walk' signs there were really cool. They were animated and actually showed someone walking, although it looked more like he was doing the electric slide.

Okay, I'm done talking about myself- I mean transportation in Mexico- now. Don't we all feel better now?

Kootenai County Construction Map Available

I'm assigning you a goal for this year; beat road construction by being prepared for it. That's right, no more waiting in congestion caused by road construction projects. Instead, you'll finding an alternate route and getting where you're going on time. So how are you going to do that? With the 2011 Kootenai Area Construction Map that KMPO just completed.

The map shows major construction projects that will impact traffic countywide this year. It includes descriptions and the timeframe for each project. You can even print it and keep it in your car if you like.

Everyone knows the real estate market, along with the economy, is in the dumps right now. But one Chicago builder has found a way to move his inventory of homes; by giving a free car with purchase. The New York Times has the story.

While the home buyers in that community are loving that deal, others are calling it a way to promote urban sprawl and criticizing the builder for creating 'life-draining commutes.' Here's an article from Grist that references the 'empty, angry hours spent on the road and in traffic.'

So what's your take on this? If you were looking for a home, would you buy one far from home because a car was being thrown in?

Why Do YOU Walk?

It seems to be survey week here at SRTC. This latest survey is to help the group 'America Walk' learn more about who walks, and why we walk. America Walks is a national resource which fosters walkable communities by engaging, educating, and connecting walking advocates.

The survey only takes 5 minutes to complete and results are anonymous. This national survey will help walking advocates understand what motivates walkers and what keeps others from walking more. When the data is analyzed, America Walks will use the results to help promote walking in America.

Megaloads Lead To Some Funny Looking Trees

For the most part, I've shied away from blogging about the moving of the Megaloads, just because we were so inundated with it for so long. Will they be allowed to move or won't they? They're on the move but will they be forced to stop? Will they change routes now? It just got old hearing about Megaloads and the legal battle every day. I saw this picture today though and thought I'd share. That tree is a victim of Megaloads. It had to be trimmed to get the giant loads past and it's not exactly your everyday way to trim a tree.

Federal Highways Approves Green Bike Lanes

Here's something cool; the Federal Highway Administration (FHWA) has issued an Interim Approval for the use of green coloring in bike lanes, much like the one in the picture from San Francisco.

Citing multiple experiments that demonstrated positive operational effects for both bicycle riders and other road users, with no notable negative effects, this approval allows states to apply for approval to use coloring in bike lanes. This Interim Approval does not make the use of green-colored pavement mandatory however.

CDA Passes On Phone/Texting While Driving Ban Again

The city of Coeur d'Alene announced Monday it, once again, won't implement a citywide ordinance banning cell phones or texting while driving, but instead give the state Legislature another chance to do it next year. The reason? The city's General Service Committee says it would be a difficult rule to enforce at the city level, as it would be confusing for drivers driving through Coeur d'Alene from neighborhood towns.

I90 Drainage Repair Work

State maintenance crews will be performing drainage repair work in the I-90 median between Coeur d'Alene and Post Falls near milepost 10 beginning Monday (May 2) through May 12. The work will be done at night to lessen the impact to drivers.

Crews will be working Monday through Thursday each week, from 7 p.m. to 5:30 a.m.
The center lanes in each direction will be closed to traffic.

Colorado has already leagalized the use of marijuana for medical purpposes, but now the legislature is grappling with how to regulate "stoned driving." The Denver Post reports the legislature took up the issue yesterday thinking the 5 nanograms of THC, the active drug in marijuana, in the bloodstream was enough to constitute stoned driving, but there is a twist with this drug. Apparently, THC is still detectable in the bloodstream even after the user "sobers up."

The legislature killed the bill on a 6-3 vote, but according to the Denver Post story, this issue is going to take some time to resolve.

Will gas prices impact tourism this summer?

I was just reading this story in the Las Vegas Journal about how the rising cost of gas could eventually hurt tourism this year.

I found that really interesting and I wondered if tourism related businesses around here are worried about it. I don't think they have to worry too much about Canadian tourism because Canadians having been paying higher prices for gas for years, and their dollar is finally on par with our dollar. Still, I bet domestic tourism slows down this summer.

This story got me thinking about my own summer travel costs last year, and I have to say that I may have to consider less travel this summer. Steve Everett (our IT guy), and I are part of a competitive BBQ team and last year we competed all over the Pacific Northwest. We won a number of ribbons & trophies, and a little bit of money, but this year we are going to have scale things back -- unless, of course, we start winning big money out of the gate.

How about you, have you given any thought to your summer travel plans?

Gas prices are going to get worse...

Man, my bus was packed today. It usually runs about two-thirds full in the mornings -- unless we get a foot snow. But it was standing room only this morning. I am sure it's the gas prices forcing some of these people to seek alternatives.

It really is starting to hurt. I borrowed my neighbor's truck this past weekend to haul away half the junk that accumulated in my garage over the winter. Before returning it, I usually fill the tank with gas and run it through the car wash as a thank you. I think last time I did that, I spent about $40... this time it cost me $75, and he already had a 1/4 tank of gas in it!

On the bright side, while I was cleaning the garage, I came across a little 80cc motor I bought last year. It looks just like the one in the picture above. I resisted putting on my commuter bike last year, but now I am considering doing it for the summer and riding to work. That baby supposedly gets 70 miles per gallon.

Just a heads up, you might want to take a look at this story. It says that gas prices have topped $4 a gallon in six states and shows no sign of slowing up. I paid $3.58 a gallon at Costco this weekend. according to the story above, that is only 4 cents higher than the cheapest gas in the nation... I guess we should be grateful, but somehow I don't feel all that grateful.

Good to see attention paid to distracted driving

An anonymous poster linked this video to a comment on a post below. As a commuter, I am glad to see organizations like this offering scholarships to raise the awareness of distracted driving. I realize it's not just cell phones distracting drivers, but 9 times out 10 when I pass an inattentive driver, they are texting or talking. What's worse is it not just kids doing this either. I'm starting to see senior citizens doing it too.

I read a news story a couple of months ago about research that is underway to prevent distracted drivers. I think it was the USDOT that was considering new regulations that require cell phone jamming devices in cars that are moving over 15 mph. You would essentially have to pull off the road to take a call or check a text message. Personally, I'd be fine with that. Nevertheless, until our society decides to resolve this issue, try and be careful out there...

Gas Prices Not Dropping Anytime Soon

Dust off that bike or invest in a bus pass, gas prices will jump 40% for the summer driving season compared to 2010, according to federal projections released Tuesday.

Retail prices for a gallon of regular-grade gasoline will average $3.86 from April through September, up from $2.76 for the same period last year, according to the Energy Information Administration (EIA), the statistics arm of the Energy Department.

The average U.S. household's vehicle fueling costs will be about $825 greater this year than last year, hitting $3,360 in 2011, according to EIA.

The catalyst for the increase, according to EIA, will be continuing strength in worldwide liquid fuels consumption.

WA Studded Tire Deadline Extended Again

If you're one of the folks who commutes to Washington, or just visits, you can keep your studded tires on a little longer. The deadline to remove studs has been extended again. You now have through April 25 to remove them in Washington.

The Washington State Department of Transportation made the extention because forecasts call for possible winter driving conditions across the mountain passes and in the state’s higher elevations.

Today’s announcement marks the third extension this year, and WSDOT officials don’t anticipate any further extensions beyond April 25.

Moose Lands On Car

Holy cow, make that moose, here's a crazy story! A 600-pound bull moose walked onto U.S. 95 Monday morning and collapsed on the trunk of a woman's car after being shot by a tranquilizer dart!

Can you imagine being behind the wheel at a stoplight when that happened? The Coeur d'Alene Press has the story. Ever have something unusual land on your car? Someone threw a bottle out of a hotel room window one time and guess who's car it hit several stories below? Yep, mine. Not nearly as cool as a moose.

App Prevents Texting & Driving

I posted yesterday about it being Distracted Driving Awareness Week and a blogger sent me a tip on an app you can download that prevents you from texting or web browsing while driving.

StopTxting® is a speed regulated texting application that uses the built-in GPS sensor in smartphones to prevent users from texting, emailing or web browsing when traveling over 10 mph.

Yes, there's an override button so you COULD cheat if you're that determined, but it's billed as a way for passengers in a vehicle to continue to use their phones.

I couldn't actually find it in the magazine, but the person who sent me the info below claimed to have gotten it from Auto Week Magazine.

With gas prices at a national average of $3.73, up 12 cents in the past week, there's been a lot of complaining about how much people are paying to fill their tanks.

April Is Distracted Driving Awareness Month

Hey, pay attention! April is distracted driving awareness month.

According to the Idaho State Police, teenagers make up the greatest number of distracted drivers and 20% of injury crashes in 2009 involved reports of distracted driving.

According to the University of Utah, using a cell phone while driving, whether it's hand-held or hands-free, delays a driver's reactions as much as having a blood alcohol concentration at the legal limit of .08.

Okay, those are just a couple factoids I thought I'd throw out there.

CDA Bike To Work Week Events

WA Studded Tire Deadline Extended

If you're one of the many people who commutes to Spokane and you have studded tires on your car, you're safe for another week. Officials have extended the studded tire deadline to Thursday, April 14.

The Washington State Department of Transportation (WSDOT) extended the deadline because forecasts call for continued winter driving conditions across the mountain passes and higher-elevation areas in eastern Washington.

Studded tires are legal in Idaho until April 30.

Phase 2 of Sherman Water Main Project

The second phase of a two-phase Coeur d'Alene Water Department project on Sherman Avenue starts next Monday, April 11th. The second phase involves extending a water main from the alley south of Sherman and 5th Street, north to the water main in Sherman Avenue.

Sherman Avenue at 5th Street will be closed during the first portion of the project. Signage and detours will be provided. Once the water main has been laid across Sherman and the street patched, Sherman will be reopened to traffic. Fifth Street north of the alley will remain closed during the entire phase. Phase II will take approximately two weeks. Alley access will be maintained throughout the project.

National Work Zone Awareness Week

I'm getting a late start on it, but this week is National Work Zone Awareness Week.
This special week is observed across the country by state, local and federal transportation officials in an effort to get people to drive safely through construction zones, for their own safety, and the safety of the construction workers out there.

U.S. Secretary of Transportation Ray LaHood blogged about the number of accidents and deaths in work zones this week. Check it out here. It's more than I would have expected.

New Funding Initiative Emphasizes Local Self-Help

Yesterday I blogged about the need for alternative sources of funding for transportation and how being taxed by the amount of miles you drive is a very real posibility in the future.

Today we're going to talk about another proposal for financing the future of transportation; an initiative called America Fast Forward (AFF). AFF basically takes existing initiatives such as Build America Bonds and the Transportation Infrastructure Finance and Innovation Act (TIFIA) program and revises them to provide funding for the next generation of infrastructure projects, while detangling financing from earmarks and appropriations.

A key component of AFF is creating Transportation & Regional Infrastructure Project (TRIP) bonds. A Transportation Finance Corporation would be created that would control the issuing of $50 billion in bonds over six years, and the repayment process. At least 1% of would go to qualified projects in every state, with the remaining funding competitive for larger qualified projects.

Council Expected To Approve Trail Construction

The Post Falls City Council tonight is expected to pave the way for a bike trail along Highway 41. Construction of the $725,000 trail is expected to start late this year or early next year.

Driver's Ed Bill Goes Back For More Work

A bill to eliminate state funding for public driver’s education classes was pulled from the Idaho House floor after several lawmakers debated in opposition.

The House voted yesterday to send the legislation back to the House Education Committee for more work.

Emmett Republican Rep. Steve Thayn says the state should end a $125 per student subsidy for public driver’s ed programs and redirect that money back to the state. That would force either students or schools to pick up the slack for the courses, which cost roughly $325. The schools have their own problems so it's doubtful they're going to take the burden.

Supporters of the bill contend state support for public driver’s ed creates an uneven playing field with private driver’s ed businesses. But the debate on the House floor was that many families can't afford the increased cost.

Mapquest Now Offers Traffic Reports

Do you ever Mapquest a location, jump in your vehicle and start heading the direction the mapping website provided, only to end up stuck in a traffic jam? Well, not anymore. Mapquest is now including traffic reports on their site. Just enter your start and end addresses, click 'Get Directions,' then click the 'live traffic' button in the upper right hand corner of the map that's provided. I just tried it for the Coeur d'Alene area and it didn't show any traffic problems. The traffic report is updated every five minutes on mapquest though so I'll try again in a while. Or maybe around commute time on Highway 95.

Pros And Cons Of Taxing Vehicle Miles Travelled

I've been trying to get this article that @Charles gave me posted for a week now. Times are busy here at SRTC.

The article, from the AccountingToday website (yes, even accountants have a tie to transportation. It affects everyone), talks about the pros and cons of possibly imposing taxes on vehicle miles travelled, instead of raising gas taxes to raise the money needed to keep our transportation system going. The biggest pro: you only pay when you drive so if you can't afford it, drive less. The biggest con: The way the program is proposed in this article, it would require expensive metering devices in every car to measure miles driven.

The biggest pro for me about this article: The comments that follow. Especially the one from 'Bob' who suggests putting Americans back to work by hiring more government workers. Instead of putting a metering device in each car, a government worker would be placed in every car to mark your mileage.

While that comment is funny, there are some pretty thought-provoking ideas and statements posted, so check it out and let me know if you have any thoughts that weren't already covered.

10 Kootenai County Bridges Considered Deficient

Longtime Road Supervisor Retiring

Longtime KMPO Kootenai County Area Transportation Team (KCATT) member Joe Wuest is calling it a career. After 30 years as road supervisor at Lakes Highway District, Joe is retiring. And while Joe is looking forward to more leisure time, he sounds like he's going to miss the job too.

Older Folks Have Trouble Crossing Roads, Multitasking

I've never been a coordinated person. I've always had trouble walking and chewing gum, and now the 'experts' are telling me it's just going to get worse?? That's right, this article from NPR's Health Blog says individuals over age 59 face an increased risk of injury when crossing busy complicated streets while multitasking. By 'multitasking' they mean listening to music or talking on a cell phone. Younger folks though don't seem to have the same problem.

Snoqualmie Construction Starting Again

For those of you planning to make a trip to Seattle or the west side of Washington anytime between now and next fall, the Washington State Department of Transportation wants you to know construction is kicking off again on Interstate 90 east of Snoqualmie Pass.

Animals Showing Up On Area Roadways

It's spring again, which means there are more animals out on and around area roads. This is part of a herd of elk that's been out every morning recently near Stateline.

They, like deer, turkeys and a lot of other wildlife, are coming down to lower areas, and crossing roads to get there, to eat in the fields. So be alert while driving in outlying areas, those guys critters can be quick and sneaky.

Is A Car Essential For Your Commute?

Is a car essential to your commute? A new study concludes that 4/5ths of research participants felt car ownership was not essential to their everyday commute. Of course, the study was done in Boston and San Francisco so that weighs into the results.

The study found that autonomy was more important for commuters than the status or comfort associated with car ownership. Especially in the presence of ride-sharing services, study participants agreed that car ownership was not essential to their lifestyle. The City Fix blog has more of the study results.
