Actually, it's a link to a summary of the report -- "how Idaho encourages and supports non-motorized transportation" would be buried inside, available only to legislators and their staff.
Still, based on the summary, I'm sure Idaho ranks at the very bottom in all three areas studied -- funding, planning, and safety.
Thanks for correcting me. Was in a hurry this morning and had planned to go back and read it at lunch but never got around to it. I'll have to be more careful to read through the whole thing in the future before posting. Sometimes I get post-happy in the mornings :)
In the meantime, I'll see if we can't get someone to let us know what's in it.
